East Lancashire Waste Minimisation

Malcolm was external consultant to Eliminate (East Lancashire Waste Minimisation) Demonstration Scheme started in December 1996.

The project was set up in partnership with the East Lancashire Business Environment Network (ELBEN), the Environment Agency, Government Office North West, Environmental Best Practice Programme (AEA Technology), Northern Technologies, Blackburn SRB, Haslingden SRB, Burnley SRB, Pendle SRB and Blackburn City Challenge.

There have been over 21 companies associated with Eliminate across the whole of East Lancashire.

Eliminate has delivered an effective waste minimisation programme that has:-

  • Increased the average competitiveness of Eliminate members in East Lancashire by £135,000 per annum.
  • Overall by the end of 1999 the Eliminate members will have achieved savings of over £3.6 million.
  • If all savings identified are included, the companies will have achieved by the end of 1999 savings in the region of £5 million per annum.
  • Increased resource efficiencies significantly, by identifying over 157 opportunities to reduce wastage from a total of 234.
  • Supported investments in Eliminate companies in excess of £3.9 million.
  • Reduced environmental impacts of companies leading to:
    • Wastes reductions of over 3700 tonnes this year, increasing to over 8000 tonnes by the end of 1999
    • Solvent waste reduction over 450 tonnes per annum
    • Water usage reduction of approximately 400,000 cubic metres
    • Energy efficiencies amounting to over 31 GWh, increasing to 46 GWh by the end of 1999
  • Delivered an effective dissemination programme to over 464 companies in East Lancashire the majority of these companies being SMEs
  • Provided an on-going facility for companies in East Lancashire
  • Assisted in increasing the numbers of Eliminate members developing Environmental Management Systems from 2 (9.5%) at the start of the project to 14 (67%)
In terms of training, for each £1 invested by the average company in training time and in subscribing to the Eliminate scheme, there has been on average a return of £31 in additional profits for the company.
